Suggest Travel insurance for riding scooters overseas

Like many people I have a NSW R licence but don't have a licence in <insert foreign country>. Nevertheless I still want to ride.

I've read thru a few policies and it appears:

AMEX Blue Sky will cover me. There is no exclusions written saying I must hold a foreign license. I rang AMEX Blue Sky but the tone of voice of the girl was not so convincing.

Covermore explicitly says I must have a licence in the foreign country. And even then, they will not cover legal liability

Westpac Platinum says I also must have a licence in the foreign country.

So far AMEX Blue Sky appears to be the best. It's free. But I'm still worried if something 'happens'.

Can anyone suggest something suitable for both MEDICAL and LEGAL LIABILITY insurance?
