I've asked QF via email a few times but never received a reply.

Im looking at booking PER-SIN and given 2 options - QF and 3K. Points are 25000 QF and 20000 3K. I understand the points difference but what surprised me is the difference in "taxes and charges".

QF flight was $220 and 3K was $120.

Anyone understand why?

Qantas are based in Australia, for the purposes of tax on that flight, while 3K are based in Singapore... would be my guess.

The points difference is due to a recent reduction in points needed to redeem Jetstar flights.

No. The government taxes component should be the same for both airlines. As serfty points out it will be the 'charges' part of the equation (fuel charges which go straight to the airline, nothing to do with the government) must be higher on QF than 3K.
 
To make it even more confusing, taxes on
Jetstar MEL-DPS direct is $196 but
all Jetstar MEL-PER-DPS is only $156

Hmm, those figures seem a bit high just for taxes. It must include the fuel surcharge as well. My guess is that because MEL-DPS is a longer international flight the fuel surcharge is higher. MEL-PER-DPS has the lower domestic fuel surcharge and then the PER-DPS being short has a smaller international fuel surcharge. I have not fact checked. You have to be careful using the term 'taxes'.

A one way MEL-DPS on JQ code has the following taxes:
Passenger Movement: $55.00
Safety and Security: $4.22
AU International Passenger SC: $16.80
Total: $76.02

Note: If booked using QF codes (i.e. through QF points they are able to add their own YQ charges)
