ATSB has released a report into the above incident where two QF flight attendants were injured. It's on the 'Canberra Times' and other websites.

The report summary (and the online media report) states that there were 177 passengers on board.

However the seat guru website informs me that seating configuration for a QF B738 totals either 168 or 174.

Can someone explain this discrepancy?
 
Lap held infants most likely.

On a full flight, the maximum passenger load can be increased by up 5% of the total, provided they are infants/children.
 
Luckily, these occurrences are few and far between but it has happened at both airlines. Our training has now been changed as a result, although our planes still allow the mode of CWS unlike QF (which I find interesting). I like using CWS especially when I’m flying a circuit for the final approach.
 
My seq # today ~1 hour before departure was 176. There were a number of infants on board.
