Points Upgrades on QF Codeshares

I was having a read of the upgrade T&Cs the other day and noticed:

16.1.3 Classic Upgrade Rewards may be requested only on eligible paid and confirmed tickets on:
a) a service operated by Qantas, with a Qantas (QF) flight number on the ticket; and
b) from time to time on Codeshare Flights that have a Qantas (QF) flight number on the ticket; in accordance with these Terms and Conditions.

16.1.4 Classic Upgrade Rewards are not available when travelling on:
a) Classic Flight Reward flights (both Domestic and International), including Classic Flight Reward flights that are combined with flights that are not Classic Flight Reward flights in the same booking;
b) Discounted Qantas International airfares, including Points Plus Pay - Flights booked in E,N,O,Q and X class;
c) Codeshare Flights that have a Qantas (QF) flight number on the ticket) unless otherwise made available by Qantas Loyalty from time to time.

Have the sub-clauses about sometimes being available on codeshare flights always been there?
Has anyone upgraded on a codeshare before, and if so, which airline and route?

Doesn't happen with Emirates.. once again no upgrades available for Perth or Adelaide international customers.

From the Qantas email today about Perth-Singapore and a few other things:

Don’t forget, Qantas domestic and international Classic Upgrade Rewards[SUP]^[/SUP] are a great way to use your Qantas Points. Now also available on LAN flights from Sydney to Santiago when booked on QF flight numbers 321 & 322.

Hopefully this is a sign of things to come!

From memory QF and LA operate their codeshares in an odd way in that they divide up the aircraft, resulting in odd seat maps, and sell their own allocations of seats etc., only reintegrating it all around check-in. Most codeshares seem to share the seats between the airlines and allow selection of any seat etc. Perhaps this different approach is what allows QF to offer upgrades?
