I disagree on the former.

On 29 Oct QF cancelled a flight I had booked and so far no refund of either points or cash.
It might be better to say usually then as I had the same problem but after a phone call the points were refunded while I was on the phone to the CSA. So most likely down to getting someone who does it correctly and holding them to account.

How do I make this booking within the 318,000 for a OWA?

The rules are 318,000 for a J OWA,as I understand it , and have used in the past.
The route as planned is MEL - SYD - SCL with QF
BUE - ZUR with IB
Some internal Europe , as yet not planned and then
FRA - MEL with whoever

Qantas does not fly to SCL so there is your first issue. If you are using LATAM they left Oneworld on 1st May last year
 
Also for "BUE to ZUR" i assume you mean EZE to ZRH on Iberia, there are no direct flights so it would be EZE-MAD-ZRH

To really help you out you need to be more specific.

If I understand your question correctly, the points for each person will be automatically capped at 318K provided you keep within the rules. You don't need to have enough points in your account to cover the points required for all individual flights
 
Qantas does fly to SCL from mid next year And can be booked now ( not yet available for Nov)
I do understand EZE to ZRH is via MAD( my ignorance on abbreviations)

And the second issue is you need two carriers that are not QF - so Europe with whomever needs to be defined.
FRA to MEL will be early 2023 and as yet not available. I don’t have any preference for airline and am aware of the need for 2 other carriers other than QF
 
You are not choosing flights that are Classic Rewards for the SYD-SCL
Remember to be included in an OWA there needs to be Classic Reward availability
The flight you are choosing is just a standard points pay hence the 593,300 pts per pax for that flight

Ii am getting confused. This is the 3rd time I have booked this ( due to Covid) and as I understand you make the first sector on line and then call the CC for further sectors using the same PNR which will max out at 318,000.
My main concern is the first sector “I assume the booking will not be made due to lack of points”

You need a second non-QF carrier otherwise it won't max out. Pop in a flight - any flight (e.g. BHD-LHR on BA) and cancel that sector when you have a real sector using another carrier to add in.

That is nearly a year away - I don't know whether you have status but I think QF hides premium redemption seats from people without status until 5 days after the plane has left.

The first leg in J on classic rewards would be 108400 pp. As @motef points out above QF only seem to be releasing Y+. If you have WP status you could request for J seats to be released
