I am going to Europe with my parents in their 70s and the flight is arriving at 7am in the morning.
I want to have a room guaranteed to be ready by the time we arrive at 8am in the city, and I am a ALL Silver member.
I wonder if I wanted to have rooms available by that time, would you recommend booking an extra night before and do late check in at 9am the next day, or should book for the night and send an email to request for early check in?
Thanks.

I'd book the night before - just too risky to hope for an early check-in. In my experience sometimes your room isn't even "ready'" the guaranteed checkin time (I'm looking at you Waldorf Astoria Berlin and a couple of others).

And if you do book for the night before note that you will arrive approximately 0800 hours. Otherwise you'll be treated as a no-show late that night.

And contact the hotel the day before to remind them of your arrival time.
