Narita Airport JR Pass Exchange queue times?

Background:

Our Jetstar flight to Narita was cancelled and we have been rebooked, so we are now arriving on the same flight but a day earlier! I had planned our 14 day itinerary around a JR East Tohuku pass originally, so this has now become a 15 day itinerary, meaning we would need to pay for an extra days train travel. Not a big deal, but we are arriving at night, around 7pm, so we have decided to stay the first night in a hotel in the Narita township. That will just make things a little more relaxing as we won't have to organise the JR East Pass exchange that night and then take the Nex to our first real stop in Ofuna, a 90-120 minute journey. Instead we will get a hotel shuttle or local train service into Narita township, get some dinner, have a good nights sleep, a leisurely breakfast and then wander around Narita township until 10 or 11 the next morning when we will return to the airport to do the JR East Pass formalities and travel to Ofuna using the pass.

Questions:

We will be getting a hotel shuttle or local train back to the Airport in the morning around 10am or 11am, perhaps a little later. We will have a choice of going to Terminal 1 or Terminal 2. Is one JR East pass exchange office better than the other in terms of queueing time, particularly in the late morning?

According to my research, it seems that while the normal 7 or 14 day JR national passes can be exchanged and have a later start date assigned. The JR East passes (Tohoku or Niigatta) seem to be restricted so that Day 1 starts the day the exchange order is presented at the exchange office. Is this correct? It would be nice to have the option of doing the rail pass paperwork the night before we start our 14 day itinerary if that was possible, in case the queues are short.
