This correct procedure or rookie custom officer being a.****?

It depends.

For LAG (security) it just needs to be in a container of 100ml or less, and inside a ziplock bag.

If you are attempting to bring it in to Australia, then it must be commercially packaged so customs and quarantine can determine if the contents are a risk.

Leaving Australia and in zip lock bag in 75ml container with skim milk written on it.
They drank the milk in front of them......
Multiple trips overseas in last 3 years no issues until today!

Was the 75ml container clearly marked with '75ml'? Maybe the officer though it was over 100?

But no, there shouldn't have been any restriction leaving with that. People decant all sorts of things - shampoo, conditioner, whatever.

Travelling with liquids, aerosols and gels - lol - that website even suggests you can take salad dressing or gravy in your 100ml allowance!

What's wrong with buying a small bottle once you're through security?
