KA/CX/QF No throughcheck on separate tickets from HK to Mainland China?

Does anyone know if this is a China implemented rule where HKG - Mainland - International don't allow through-checking? I'm flying HKG-PEK on KA and PEK-SYD on QF. KA said they can print my boarding passes for QF but they can't through check luggage. Standard policy?
 
This is CX/KA policy (and QF also) to only through check to either their own flights or to flights on a single itinerary

Through-check would be fine if KA to CX.

Should be able to redirect luggage at the QF transit desk airside at HK.

My understanding is that CX/KA is okay to throughcheck so long there is an interline agreement which I think CX/KA and QF should have.

The thing is KA said it's usually fine but can't due to PEK or Mainland China policy. This isn't in SYD or PEK but in HKG.

Just curious is this PEK policy preventing non mainland carriers from through checking?

Sounds like KA is telling porkies as there's no "policy" here from PRC that would impact.

The oneworld policy of no through check across different PNRs is the minimum standard. Airlines are free to do whatever they want above that. Some oneworld members do still through check without issue across tickets. CX is one of them.

CX will check bags across tickets unless there is a local law/regulation preventing it (such as connection time being too long for the airport).

QF will only check across tickets to another oneworld carrier if one ticket is an award and one revenue.

Himeno is correct in this case as even on CX/KA's website they clearly state that it would be fine as separate tickets. CX will through-check as a courtesy while QF and others will not.

As a courtesy, Cathay Pacific and Cathay Dragon will through-check you and your bags to your final destination if you are travelling on separate tickets involving connections with our interline partners. However through-check may not be possible on their return journey if your travel begins with an airline that does not to provide separate ticket through-check service.

Now for an update. I exited PEK and re-checked my bag. I asked the J check-in desk regarding this situation and told me that this is a specific issue when departing from HKG to mainland China. Apparently while it's 'International-International' connection and technically should be able to through-checked, CX/KA is unable to due to regulation. Take that as you will but I'm glad I'm aware of it now.
 
I fly this route a lot and always check my luggage right through. Are you on one ticket. I book Syd- Beijing or Syd - Shanghai via Hong Kong and return and have never had an issue.bags go direct to destination.
 
That's different.

OP is routing HKG-PEK-SYD.

Suspect it's Chinese immigration as they don't have a typical transit situation.
Technically you get a special 24hr transit visa, enter China, but cannot leave the airport under the restriction.

PEK-HKG-SYD wouldn't be an issue
 
I had a booking for the new year HND-(JL)-xPVG-(CX)-HKG (which I was able to cancel as a better option came up).

It involved a change of terminals at PVG for which a TWOV would have been required.

(I was also concerned about the 160 minute transit which reports indicted could be problematic.)
