Front seats Cathay Pacific Premium Economy Not Available

I have four long haul flights in September in PE on CP. I bought the flights last November during the Early Bird Sale. Seat selection is 6 months prior to flight. So I logged on 6 months prior to flight to choose seats hoping to get the front row seats with the leg rests. On all four flights I can only get back or last two rows. Am a bit frustated with this as I did get in early. It seems all front to mid front rows are already booked. And of course no chance of scoring the leg rest seats in the front row. How far ahead does one need to book? I did read somewhere that these are reserved for parents with babies.
 
Do you have status with oneworld and, more importantly, Cathay? It's likey that the premium Y+ seats (such as those at the front) are reserved for top tier frequent flyers, at least until much closer to departure.

I always call CX when I want a specific seat (including exit row). They can accommodate seat request anytime after booking if you call them (the 6 months is only for online seat selection). I think front row seats in PE are "reserved" for OWE and OWS until OLCI opens 48 hours before the flight.
If no bassinets are required in PE on the A330 this eventually frees 4 front row seats at checkin.

I bought some CX PE seats a few weeks ago for travel in July and had no problem selecting front row PE seats for two travellers, all done online at the time of booking. We are both WP so maybe that was the difference?
 
Sometimes CX reserves bulkhead seats for their own elite or Oneworld Emeralds.
