My reading of the promo is the welcome credit is not Amex-dependent. Simply using your Amex will get you an additional 2500 points. It appears to be two separate promotions running concurrently.

I checked a few future stays. The Daily rate was raised by 10-20 USD or Euros, but on several night stays can still represent a $50 or 50Euro saving. That said, the WELCR rate is entirely prepaid. I prefer not to advance purchase rates so won't take advantage of the offer.
 
Im booked in DXB GH for 550 dur pn not prepaid( fab rate as its so damn hot there now)
when i checked this rate it was 810 dir

hell of a hike!
