Both those operators code share with Qantas that is why you can upgrade, if you don't book a QF ticket upgrades are not possible.

I was correcting Himeno's post stating that you can only use QFF points to upgrade a QF Marketed and Operated flight. That isn't entirely correct as per the link provided.
There are other airlines QF codeshare with (*cough* EK *cough*) which it isn't possible to use QFF points to upgrade with regardless of the code purchased.
