BA Voucher Help

So my partner has a stock of BA avios, booked an award J flight ADL to SYD on Qantas thru BA exec club. 16500 points taken, plus 42 aud i think.
Now had to cancel that, offered a voucher? not a refund of the points? is that normal?
The voucher also doesnt work online to utilise when booking a new flight, its not in the correct format.
Anyone have any insights whats going on here?

Yes, this is very annoying.

However, I do have some recent experience (last few days) of getting a refund of the avios and the taxes, etc (minus the cancellation fee of 35GBP) for a couple of bookings which I cancelled online.

There is an online workaround which enables you to get the avios and taxes refunded. The avios go back into your account almost immediately, and the cash refund (if any) should hit your credit card within 3-4 days.

The workaround is explained in some detail on flyertalk, and it worked very well for me, particularly using the Chrome browser:
