I've looked at their website and can't find anything on this point - does HHonors have the ability (as there is with SPG) to eat at restaurants at their properties and earn points for those, even if you aren't staying at the hotel?

The Frequent Flyer Concierge team takes the hard work out of finding reward seat availability. Using their expert knowledge and specialised tools, they'll help you book a great trip that maximises the value for your points.

I do not believe so - you need to be an in house guest with the charge applied to your room.

HHonors Terms & Conditions
To earn HHonors Points for hotel stays, a Member must be a registered, paying guest at a participating hotel within the Hilton Worldwide portfolio and meet all of the conditions described herein. Members may also earn HHonors Points for eligible charges to Hilton HHonors credit cards, a list of such credit cards is available here, subject to terms outlined in their Cardmember Agreement. See the Credit Card Terms and Conditions for additional details. Points may also be earned for other activities as designated by Hilton HHonors Worldwide, L.L.C., from time to time.
While there is mention of "other activities as designated by Hilton"; I am not aware of any currently that would ean as proposed.

It was specified to me by HSP ( Surfers Paradise) that any meals had to be charged to the room for points to be credited.

My understanding it the same as serfty and jackthomas.

Thanks all - kyle also thanks for the link, looks like that is the best option.
