I haven't seen this T&C before, personally:

"Have not applied for multiple credit cards recently"

That said, the term only appears on the creditcardcompare website and not within the T&Cs of the Amex offer, so I think they are editorialising a little there. Usual 18 month exclusion applies for Amex holders, so no sign of relaxing this in lieu of the devaluation that is coming up in a little over a month's time.
