I was on 71 last week, yes you do get access to the international lounge. I believe when it first opened it was only for QF9, but that has since changed.

Qantas points themselves do not have an expiry date, only the actual QFF account does. All points in an account expire at the same time, regardless of if they were obtained by flights, credit card, family transfer or whatever, they will all disappear at the end of the 18th consecutive inactive...

That's nothing new though. From memory when they had just one for the Cloudbreak charter, it was a regular occurrence to have it replaced by a pair of F100s. It got to the point where it was a bit of a news story on site that it made it a whole week/fortnight without going tech.
