Why did they lock the card in the first place?

I'm looking for a credit card with interest free days & no annual fee. I only want to use it for eBay & PayPal transactions. I was looking at the Wizard website after I read Mahtoh's suggestion. However, I can't find any information on currency conversion. Has anybody been able to find out more?
