They don't need to clearly state what points through paypal because they have said it depends on the merchant - ie if it is Government body then you get 0.5PPD , if it is non government body you get 2 PPD. Paypal is not the determinant. The end merchant is the determinant.

Ok. At least they inform you prior to payment. My council rates via paypal no surcharge (via postbillpay). Via Auspost instore no surcharge either. Only via council website/phone there is a 0.6% surcharge.
