When I went to the passport office in Perth they said they couldnt advise on immigration issues and that I should contact the immigration office. They said they are only there for passport applications / renewals... Etc....

In looking at prices via ITA Matrix and on each airline sites I am noticing that prices have gone up about $1000 since last year. I am pretty sure I am comparing same dates and routes.

Having just completed my annual 1.5 month rental in Perth I noticed I was charged a 1.5% cc surcharge fee. I don't seem to remember seeing this on previous trips. Is this unique to Australia?

I respectfully say that I think you have it wrong.
None-the-less, based on the helpful replies received my question has been answered and I learned as to why some airlines in the States offer low fare guarantees and why it is not offered in Australia (market conditions / competition).
