In Brissy ANY WAY of using AMEX for Rates , Water , Sewerage, Qrigin Elec etc

Wife had NAB standard card I believe no insurance when booked w/ my Qantas FF points (I found out) BUT with my Qantas FF Amex Travel Ins covered. BUT cannot unbook and rebook using my Amex (may lose flights) Seems only way out is to pay her Travel Insurance
