    Not quite. Banks don't use the credit card rate with each other, theirs is the mid-market or interbank rate. It IS very transparent, some converters like Oanda even show it in their menu. Its the interbank rate that cards like Citibank Plus, ING Orange Everyday and 28 Degrees Mastercard match.

    Most cards with "zero international transaction fees" still convert at the Mastercard or Visa rate (whichever the card is branded), which add 2-3% to the interbank rate.     There are plenty of award flights available and for the normal number of points. If fares are insane, it might make sense to purchase some points/miles. The other advantage of award flights is that you can easily cancel.

    Not all ATMs will access Citi savings accounts, but any Visa branded ATM will access the Visa Debit by way of the Visa network. Hence its basically infallible in a Visa ATM.

    Funny, have never had an issue anywhere using Citibank Plus. The only people I know who had a problem ignored the instructions and selected Savings/Transaction account instead of selecting Credit/Visa at the ATM.
