In theory, if those seats that have been already taken by others get cancelled, one would hope they would subsequently be made available. How you get access to that - without inside info - is anyone's guess.

I take it that "allocation exceeded" means the maximum number of classic award seats for that flight has been reached .. and that no more can be allocated at that point.
