This just blew me away from today's Vic press conference.

Apparently 30% of those in quarantine have been refusing CV testing. It isn't legislated under the national emergency biosecurity laws that those in quarantine are compelled to be tested - testing must be voluntary. Sounds like a massive problem to me. Implication that some other states' figures are worse than this.

That is just unbelievable. With all the powers and changes we have gone through I can't imagine why they didn't include this in the legislation and they need to change it now

So I know I'll get disagreement here but if they are the type to take a while to convert from exposure to active disease, only to become positive 8-12 days after arrival, or even longer, they are going to be free to leave while still positive and infectious.

Hopefully those arriving into SA dont hear about this.

However, it reads as though Victoria Health does have the power:

"Chief medical officer Brendan Murphy said that rate is "quite high."

"You have powers to say to someone, ‘Well, we won’t let you out of quarantine until you’ve been tested and had a clear test’," he said.

"We will make sure people understand before they come that this is a requirement. I think most people will cooperate with that arrangement."

Obviously disappointing but doesn’t surprise me.

They are also probably the same type as the hypothetical asymptomatic breaking lockdown when it applied and the people from hotspots traveling because they aren’t prohibited and it’s recommendations.

For this now 30%, they follow only what’s legally required. Not what’s recommended requested.

Heard from a SA Health official this morning that a woman in that area went to get tested and whilst awaiting results she continued to drop her kids at school despite being told to self isolate and then interacted with other adults and kids. Her results came back positive and then rather than self isolate and also pull her kids out of the school she continued to go about her business as normal and didn’t even inform the school. Apparently she was one of those who weren’t home when officials came around to check on her isolation aswell

That was mentioned a few posts ago. The Govt does have the power but Vic Health didn't assert it. They did in SA. Twice.

The hotel quarantine testing I am not worried about as long as they serve their 14 days. If they serve the 14 days if they were infectious, they will not be when they leave even if they tested positive on departure or later.


It is the ones out north who are refusing the free test that I am concerned about for if they are positive they can spread.

But as we know ratbags come in all shapes, cultures and colours. Don't mess with the Singapore government though, who've booted out several Brits, a couple of Americans and an Austrian who were working there for not complying with COVID related rules ...

You are correct. The reason being that I am yet to hear of anyone actually being infectious if not showing other symptoms after a 14 day quarantine. So they may leave positive, but will not leave infectious. I will retain this opinion until someone posts a link to confirmed cases to the contrary.

Eventually there may be an outlier, but if is not more than a very rare occurrence then it is not an issue.

Personally I am in favour of the authorities being able compulsorily quarantine anyone who has breached self-isolation, or has refused a test when they are likely to be positive.

This would include the wealthy like the Aspen couple, as well as the poor, as well as the devout. Anyone.

Another view of the MEL outbreak reasons and a reasonable question on why do they not get the message. We know some of it may be that no work / no pay, but it it may be larger than that:

"National Cabinet also decided that international arrivals will be subjected to compulsory coronavirus testing on arrival and again before they are allowed to leave their quarantine hotel.
In Victoria, authorities say about 30 per cent of people in quarantine have refused testing, but Chief Health Officer Brendan Murphy said he expected people had to comply as a condition of leaving the hotel.
"We will make sure people understand before they come that this is a requirement. I think most people will cooperate with that arrangement," he said.
There would be no change to the 14-day quarantine period, for now, cabinet decided.
Professor Murphy has also signalled Australia's borders would likely remain closed until a vaccine for coronavirus is found".

I can't find the article again, but earlier today read that NSW gov has changed the way they report stats yet again out of step with all other states. From memory, they will no longer count anyone in quarantine, returned travellers, cases after 30 days, and other changes. Overnight active cases stats for NSW dropped by three hundred.

Well I think that is an excellent idea that they know before they board that they have to comply, and if no after they arrive back they go overseas.

The other change now should also be apart from compassionate cases that people should start to have to pay a quarantine fee. People have had ample time to return. I am sure that most if they have to pay $200 a day to stay longer till they test, that they will soon start agreeing to be tested.
