AVIS - Faulty GPS

Looking for suggestions on how best to approach this.

Hired a car from LAS a few weeks ago and added a GPS at pickup. It was some unit in cell phone rather than your traditional Garmin or whatever. Lady at the desk confirmed that it would work in areas without cell coverage which was very important as this would cover a large portion of our drive. Long story short it didn’t. Have photos of it failing to locate any results for searches of places as large as LA. Ended up packing it up in the glovebox after 2 days and not bothering to use it for the remainder of the hire.

How to approach the obvious question of a refund? Demand full refund from the outset? Let them offer a solution? What will be the difficulty in getting a charge back on my CC should they refuse to offer a full/partial refund?

Full refund for the GPS as you’d specifically requested service in non data area.

Outcome of this was a full refund from AVIS. I did have to follow up several times though and the initial indication of an outcome communicated in 10-15 working days ended up being more like 25-30 working days. Good result in the end though.
 
I still lug a bulky gps and it's mount as insurance , even though most cars I hire come with them installed.
I could not drive in the US and European cities without someone telling me where to go and when.
