I am flying from ICN to BKK in OCT 2018 in Business Class. On the better quality Asian Carriers, do they all have/provide a Regional Business Class Service? Any airlines that don't use a regional format, and just have the long-haul format/style ?

Thai Airways TG635 ICN-BKK uses a 77W with full flat beds. The flight is via TPE. Cathay may also offer flat beds on selected services. Looking for a flight with a premium economy cabin would be a good start, but beware that aircraft changes are common for CX. EVA Air would also offer full premium laurel service on their TPE-BKK flights where the aircraft is continuing on to Europe. ICN-TPE may be regional.
 
When I flew Asiana in BKK-ICN about 18 months ago they flew A380 on the route. I was in business and was able to allocate a first seat at check in as they weren’t selling first on the sector! Most definitely a long haul product. Not sure if still operating the route.
 
The CX A350 they are using on some regional sectors has a nice J cabin.We have flown them SIN-BKK-SIN.
ANA 789 regional product to me sub par.Lay flat but oh so cramped.

Not applicable to 2018, but Singapore Airlines will be 100% lie-flat some years in future (the retrofit programme won't start until at least 2020):-

Singapore Airlines (SIA) has unveiled plans to merge its regional full service subsidiary SilkAir into the parent airline in the next decade, following a major cabin product upgrade project that will involve retrofitting SilkAir’s entire fleet with lie-flat business class seats. Seatback inflight entertainment systems will also be installed as SIA upgrades SilkAir’s current product to SIA’s higher standards, resulting in a more seamless experience for the group’s full service passengers.

Once the more than USD100 million narrowbody retrofit programme is complete, SIA will have the distinction of offering lie-flat business class seats across the group's full service fleet. Earlier this year SIA announced the introduction of lie-flat business class seats on its regional widebody fleet as new 787-10s and regional A350-900s are delivered to replace A330-300s and older 777 variants, which are fitted with an outdated angled flat product.

SIA Group’s decision to upgrade its full service narrowbody product is sensible, given the large – and growing – product gap between the SilkAir narrowbody and Singapore Airlines' widebody fleets. Competitors have also been improving their narrowbody product, forcing SIA to make a move.

Also of note:-

SIA will likely become the first airline in the world offering lie-flat business class products across all narrowbody and widebody aircraft. SIA is often a trendsetter and other airlines will surely take note of SIA’s unprecedented narrowbody product commitment.
