I don't think you can. However, you can initiate an international transfer from your Citi bank into the Amex payment account in US chase bank. Make sure you check the transfer cost and FX rates. Sometimes it is more worth it to do in via a FX platform

Well, there has been times that Amex refused to send out card using UPS/Fedex. For example, my Marriott card was forced to sent out using USPS. Tried talking to different CS and supervisors. Didn't get a chance to change it to UPS/Fedex.

I literally went to Commbank and asked one of the bank employee to sign and stamp with their official bank stamp. MyUS approved it instantly.

The cash price for this flight is only $906 in Skyscanner. If I were you, I'll just buy this ticket in cash and save the points for business class/first class later.
