I think you are missing the point - the price you pay is the accurate price, the locals just get a massive discount (not the other way around) and this is the case in many 3rd world countries

I actually think it is driven by the Australian duty free stores to force purchase on arrival as when we flew from London to coughet (via Singapore) last Dec we purchased duty free at Heathrow and carried on and transited Singapore with no problem at all

As of June this year it was still in place but I'll be flying back through in December again so will check and advise. YOu can still buy it at Singapore airside and they will seal the bags and take to the gate for you, you have to carry it on the plane yourself. The selection is limited though

You cannot buy alchohol at all at Heathrow airport if you are flying to Australia and only transiting another airport as you cannot carry it as hand luggage, they will advise you of this at the airport also but dont leave it until then to purchase it. You are better off buying it in the UK...
