I simply asked for clarity on the new offer; once that was sorted out he said I could "apply" to have the old points extended. He has sent an email to back office and I expect a positive...

The promotion is that you transfer 30K points from an EXISTING card to the program. No need for a new card. I don't know why they just didn't say so in writing.
NOTE that they will also offer you the option of extending expiring points for 12 months at no charge!
